J. Brandon DurbinJ. Brandon Durbin, CPA - Partner, has over twenty-four years of accounting and auditing experience in a variety of businesses, primarily in healthcare and related services.

Brandon, a Baylor University alumnus, has been a speaker on current issues and professional practice. Brandon is a board member of the Texas Association of Healthcare Financial Administration, Texas Organization of Rural and Community Hospitals (TORCH) and a member of the Texas Hospital Association and the Healthcare Financial Management Association (HFMA). Brandon is also a member of the American Institute of Certified Public Accountants, the Lubbock Chapter of Certified Public Accountants and the Texas Society of Certified Public Accountants..

Brandon has also appeared before HCFA / CMS with the American Hospital Association to assist and provide support for hospital issues and is a technical advisor for the Rural Hospital Advisory Group and the Medicare Payment Advisory Commission (MedPAC) which advises CMS, Congress and the Administration of health policy issues. Brandon is also a technical advisor to the University of Nebraska Rural Policy Research Institute and the University of North Carolina at Chapel Hill SHEPS Center for Health Service Research, both of which are federally funded policy research centers.
 

G. Paul GaffordG. Paul Gafford, CPA - Partner, has a Bachelor’s degree in accounting from Angelo State University and has over twenty-one years of audit, accounting, financial reporting and cost report experience.

Paul has previous experience as the Controller for Shannon Medical Center, and as a healthcare audit manager for a public accounting firm in San Angelo. Paul is a member of the Healthcare Financial Management Association (HFMA), American Institute of Certified Public Accountants, the Lubbock Chapter of Certified Public Accountants, and the Texas Society of Certified Public Accountants.


J. Brent Fuller

J. Brent Fuller, CPA - Partner, a Texas Tech University alumni in Accounting brings over 14 years of Healthcare accounting and audit experience, primarily with the Medicare Fiscal Intermediary.

Brent has experience in Medicare reimbursement for acute care hospitals, critical access hospitals, cancer hospitals, academic medical centers, and many other specialty healthcare providers. Prior to joining our firm, Brent was the Regional Director of Audit Field Offices in Texas, New Mexico, and Colorado with the Fiscal Intermediary, Trailblazer Health Enterprises. While with the intermediary, Brent led and provided technical guidance on many audits dealing with the issues of graduate medical education, organ transplant cost, and disproportionate share reimbursement. Since joining our firm, Brent has prepared and reviewed many types of healthcare facilities cost reports.

Brent is a member of the Healthcare Financial Management Association (HMFA), American Institue of Certified Public Accountants (AICPA), the Lubbock Chapter of Certified Public Accountants, and the Texas Society of Certified Public Accountants.

 
C. Jill Vineyard

C. Jill Vineyard, CPA - Partner, has a Bachelor's degree in Accounting from Texas Tech University and has over 26 years accounting, auditing, and cost report preparation experience in both the public and governmental accounting sectors.

Jill's experience includes over 24 years of experience in Medicare, most recently serving as Senior Review Specialist with Trailblazer Health Enterprises in the Lubbock Office. During her tenure with the Intermediary, Jill developed an extensive knowledge of Medicare regulations and cost reporting policy. Through the years, she has worked closely with all sizes of hospitals and other healthcare facilities in the regions covered by Trailblazer. Because of her vast knowledge of Medicare regulations, her expertise has been sought by colleagues and hospital personnel alike.
